Cheapest University in Malaysia 2026: Fees & Real Budgets
The cheapest university in Malaysia for international students is almost always a public one: indicative undergraduate tuition at Universiti Malaya, UKM, USM, UTM and UPM runs about USD 3,000 to 7,000 a year, against RM 25,000 and up at the most affordable private universities. This guide from Sail Edu (SailEdu) ranks universities by indicative tuition, shows the cheapest route at each level and field, and tests real budgets, so you can tell a cheap university in Malaysia from one that only looks cheap.
Quick answer
The lowest realistic all-in budget to study in Malaysia is about USD 6,000 to 9,000 a year (roughly RM 25,000 to 37,000): a public university or an affordable private one, a lower-cost field, and shared housing outside the Klang Valley. Cheapest university in Malaysia: the lowest realistic annual budget
The lowest realistic all-in cost of a year in Malaysia is about USD 6,000 to 9,000, or roughly RM 25,000 to 37,000. That figure covers tuition, living costs and the usual extras, and it assumes a public university or an affordable private one, a lower-cost field such as business, IT or arts, shared accommodation, and a city outside the Klang Valley.
Most international students spend more than the minimum: the typical all-in year is USD 8,000 to 14,000. The table below shows where the money goes, using the same ranges as our full cost guide. Tuition is the part you can change most by choosing a different university; rent is the part you can change most by choosing a different city.
| Cost item | Cheapest realistic range | What it assumes |
|---|---|---|
| Tuition, public university | USD 2,000 – 6,000 / year | International undergraduate rate; entry is competitive |
| Tuition, affordable private university | From about RM 25,000 / year | Lower-cost fields at the most affordable private universities |
| Living costs outside the Klang Valley | USD 335 – 665 / month | Shared housing in states such as Perak, Kedah, Sabah or Sarawak |
| Living costs in Kuala Lumpur / Selangor | USD 410 – 850 / month | Shared housing or hostel; a private studio costs more |
| EMGS student-visa package, year one | About USD 330 – 660 | Processing, medical screening and Student Pass |
| Health insurance | About USD 110 – 220 / year | Mandatory for international students |
| Arrival setup | About USD 500 – 900 | Deposit, bedding, SIM card, short stay in month one |
Ranges are indicative for 2026 and match the figures in our cost guide. RM equivalents use about RM 4.1 to the US dollar (October 2026); exchange rates move, so keep a buffer and confirm current fees with the university.

Cheapest options by level: foundation, diploma, degree, master's and PhD
Foundation and diploma programmes are the cheapest way into the system, from about RM 10,000 for a one-year foundation and RM 12,000 for a whole diploma. At degree level and above, public universities are the cheapest at every step. The table gives the lowest realistic figure at each level.
| Level | Cheapest realistic tuition | Notes |
|---|---|---|
| Foundation (1 year) | RM 10,000 – 22,000 total | Arts or business foundation at a lower-cost private institution. Premium university foundations run RM 25,000 – 35,000. |
| Diploma (2 – 2.5 years) | RM 12,000 – 22,000 total | Business, IT or mass communication; roughly RM 6,000 – 10,000 a year. Engineering and nursing diplomas reach RM 35,000. |
| Bachelor's degree | USD 3,000 – 7,000 / year (public) | Affordable private universities start at about RM 25,000 a year; foreign branch campuses at about RM 45,000. |
| Master's | MBA total about USD 5,500 – 9,500 (public) | Private and branch-campus MBAs total about USD 11,000 – 22,000. Universiti Malaya's 2025/2026 fee sheet for ODL and part-time programmes lists international master's totals of RM 25,500 – 70,100. |
| PhD | About RM 22,500 – 30,700 / year at Universiti Malaya | From the same UM fee sheet: RM 90,000 – 122,800 in total over four years for international candidates. Research degrees are also where full scholarships are concentrated. |
Foundation and diploma figures come from our foundation and diploma guides; MBA totals from our university rankings guide. The Universiti Malaya postgraduate figures are from its official fee structure (academic session 2025/2026, updated October 2025) for ODL and part-time programmes, so treat them as indicative and check the full-time fee for your programme. Other universities publish their own schedules.
Cheapest options by field (and why medicine is never cheap)
Business, IT and arts are the cheapest fields in Malaysia, starting at about USD 3,000 a year at a public university and RM 25,000 to 30,000 at a private one. Engineering costs a little more because of labs. Medicine sits in a different price band altogether. Figures are indicative annual tuition for international undergraduates.
| Field of study | Public university (per year) | Private university (per year) |
|---|---|---|
| Business / Accounting / Finance | USD 3,000 – 5,000 | RM 30,000 – 50,000 |
| Computer Science / IT | USD 3,000 – 5,500 | RM 30,000 – 50,000 |
| Arts & Social Sciences | From about USD 3,000 | RM 25,000 – 45,000 |
| Engineering | USD 3,500 – 6,500 | RM 35,000 – 55,000 |
| Law | USD 3,500 – 6,000 | RM 30,000 – 55,000 |
| Medicine (MBBS / MD) | USD 8,000 – 12,000 | RM 90,000 – 150,000 |
An honest note on the cheapest university in Malaysia for MBBS and medicine
There is no cheap medical degree in Malaysia. Private medicine costs about RM 90,000 to 150,000 a year, or RM 250,000 to 600,000 for the full five to six year programme. Public universities are far cheaper on paper, at about USD 8,000 to 12,000 a year, but international places in public medical schools are few and highly competitive, so most international students cannot plan around them. Before comparing prices, confirm that the programme is recognised by the Malaysian Medical Council and by the medical regulator in the country where you intend to practise. A cheaper medical degree that your home regulator does not accept is worth nothing to you.
Public vs private: what the lower fee costs you
Public universities are roughly half the price of private ones for the same field, but they are harder to get into and less flexible. Private universities cost more and give you easier entry, several intakes a year and English-medium teaching throughout. The cheapest option is only cheap if you can actually get a place and finish on time.
| Factor | Public university | Private university / branch campus |
|---|---|---|
| Indicative tuition (international undergraduate) | RM 12,000 – 40,000 / year | RM 30,000 – 75,000 / year; branch campuses RM 45,000 – 110,000 |
| Entry | Competitive; international undergraduate places are limited | More accessible; wide range of entry qualifications accepted |
| Intakes | Fewer, fixed intakes | Several intakes a year, often rolling |
| Language | Mostly English, with some programmes or courses in Malay | English-medium throughout |
| Degree | Malaysian public-university degree; the five research universities are all QS-ranked | Malaysian private degree, 3+0 foreign degree, or the home-campus degree at a branch campus |
| Best for | Strong grades, tight budget, and postgraduate research | Flexible entry, specific foreign awards, faster start |
If your grades are strong and your budget is tight, apply to public universities first and keep one or two affordable private universities as a backup. If you need a foundation year, a flexible intake or a UK or Australian award, a lower-cost private university is usually the realistic cheapest route.
Is RMB 100,000 a year enough? Is RMB 300,000 enough for a master's?
Yes to both, for most students. RMB 100,000 (about USD 15,000 or RM 61,000) covers a full year at a public university or a mainstream private one, including living costs. It does not cover a foreign branch campus with private housing, or medicine. The three scenarios below use the budget, mid-range and premium tiers from our cost guide.
Bachelor's degree: one year on RMB 100,000
Budget
USD 6,000 – 9,000
Enough, with room to spare
Public university or affordable private, a lower-cost field, shared housing outside the Klang Valley. About RMB 40,000 to 60,000.
Mid-range
USD 10,000 – 14,000
Enough, but with little slack
A well-regarded private university, business or IT, shared housing in Kuala Lumpur or Selangor. About RMB 68,000 to 95,000.
Premium
USD 18,000 – 30,000+
Not enough
A foreign branch campus or medicine, plus private accommodation in central Kuala Lumpur. About RMB 120,000 to 200,000 or more.
Master's degree: one year on RMB 300,000
RMB 300,000 (about USD 45,000 or RM 180,000) is well above what a non-medical master's year costs in Malaysia, and for many coursework programmes it covers the entire degree. The estimates below add the whole MBA tuition to twelve months of living costs and first-year extras.
Public university master's
About USD 11,000 – 22,000
Enough, with a large margin
MBA total of USD 5,500 to 9,500, living costs of USD 4,000 to 10,200, plus visa, insurance and setup. About RMB 75,000 to 150,000.
Private or branch-campus master's
About USD 16,000 – 34,000
Enough
MBA total of USD 11,000 to 22,000, the same living costs and extras. About RMB 110,000 to 230,000.
RMB figures use about RMB 6.7 to the US dollar and RMB 1.65 to the ringgit (October 2026) and are rounded. Flights are extra. Specialist and clinical master's programmes can cost more, and programmes longer than one year spread tuition differently, so confirm the fee schedule for your programme.
Legitimate ways to cut the cost
Four levers do most of the work: a merit scholarship of 10 to 100% of tuition, a 3+0 or 2+2 twinning route that saves roughly 40 to 50% against studying the whole degree abroad, a cheaper city, and shared housing. None of them requires an agent or a fee.
Merit scholarships
Most private universities offer tiered merit scholarships of 10 to 100% of tuition based on your grades, and many are assessed automatically with your admission application. Apply to several universities so you can compare real offers.
3+0 and 2+2 twinning
A 3+0 completes a UK or Australian degree entirely in Malaysia; a 2+2 splits it with the home campus. Either saves roughly 40 to 50% compared with studying the full degree abroad.
City choice
Monthly living costs are USD 410 to 850 in Kuala Lumpur and Selangor, USD 370 to 720 in Penang and Johor, and USD 335 to 665 in smaller states. Living outside the Klang Valley and sharing housing can save USD 2,000 to 4,000 a year against a private unit in central Kuala Lumpur.
Diploma or foundation first
A diploma costs RM 12,000 to 35,000 in total and can give advanced standing into year two of a related degree. Check the credit-transfer terms in writing before you enrol.
Count the whole programme
A three-year degree at RM 45,000 a year costs less overall than a four-year degree at RM 38,000 a year. Compare total cost to graduation, not the yearly price.
Part-time work, with caution
Student Pass holders may generally work up to 20 hours a week during term breaks and holidays, subject to immigration rules. Treat it as help with living costs, not a way to fund tuition.

Can you study in Malaysia for free?
Only with a fully funded scholarship. We are not aware of any Malaysian university that is tuition-free for international students: public universities are subsidised for Malaysian citizens and charge international students a separate, higher rate. Free study therefore means winning an award, and the realistic routes are these.
- Malaysia International Scholarship (MIS), from the Ministry of Higher Education. For full-time master's and PhD study only. The 2026 guidelines state that tuition is paid directly to the university and scholars receive a living allowance of RM 1,500 a month; travel to Malaysia is not covered. Applicants need a CGPA of 3.00 or second-class upper, must be no older than 40 (master's) or 45 (PhD), and must be citizens of a listed recipient country.
- University merit scholarships of up to 100% of tuition, such as the top tiers at Taylor's, UCSI and Sunway (Jeffrey Cheah Scholarship). These remove tuition but not living costs, and usually require you to maintain a set GPA.
- Public-university postgraduate awards, such as the UPM International Postgraduate Scholarship, which support research-track master's and PhD students.
- Home-government or sponsor awards from your own country, where available.
All of these are competitive, and most awards in Malaysia are partial, typically 10 to 50% of tuition. Plan your budget as if you will pay, apply for scholarships early, and treat a full award as a bonus rather than a plan. Be wary of anyone who promises a guaranteed free place in exchange for a fee.
Why a cheap university in Malaysia is not always the right one
A low fee is only a saving if the degree is accredited, recognised where you plan to work, and finished on time. Before you pay a deposit to any low-cost institution, run these five checks.
- 1Confirm the exact programme, not just the university, is accredited by the Malaysian Qualifications Agency (MQA) by searching the Malaysian Qualifications Register.
- 2Check home-country recognition. Chinese students should confirm the university on the Ministry of Education's overseas institution list (jsj.moe.gov.cn), because CSCSE degree verification depends on it. The list is updated from time to time, so check it close to enrolment.
- 3For regulated professions, check the professional body: the Malaysian Medical Council for medicine, EAC accreditation for engineering, and the equivalent regulator at home.
- 4Ask for the full fee schedule in writing: registration, exam, lab and resource fees, and whether tuition is fixed for the whole programme or can rise each year.
- 5Compare total cost to graduation, including programme length and living costs in that city, and look at intake dates and teaching language so you do not lose a semester.
Chinese students will find the recognition details in Study in Malaysia from China 2026. Families relocating with younger children can also compare international schools in Malaysia.

Indicative international undergraduate tuition is about USD 3,000 to 6,000 a year at Universiti Malaya, USD 3,000 to 6,500 at UKM, USD 3,500 to 6,500 at USM and UTM, and USD 3,500 to 7,000 at UPM. Among private universities, MMU, INTI and UOW Malaysia (KDU) start at about RM 25,000 a year. Fees vary by programme, so confirm on the official fee page.
What is the cheapest university in Malaysia in Kuala Lumpur?
Universiti Malaya is the cheapest in Kuala Lumpur itself, at about USD 3,000 to 6,000 a year for international undergraduates. Among private options in the city, UOW Malaysia (KDU) lists RM 25,000 to 45,000 across its campuses, APU RM 30,000 to 45,000 and UCSI RM 30,000 to 55,000. Budget USD 410 to 850 a month to live in Kuala Lumpur or Selangor.
What is the cheapest university in Malaysia for masters?
Public universities again. An MBA at UM, UPM, UKM, USM or UTM totals about USD 5,500 to 9,500, against USD 11,000 to 22,000 at private universities and branch campuses. Universiti Malaya's 2025/2026 fee sheet for ODL and part-time programmes lists international master's totals of RM 25,500 to 70,100 depending on the programme.
What is the cheapest university in Malaysia for MBBS or medicine?
No medical degree in Malaysia is cheap. Public universities charge about USD 8,000 to 12,000 a year but have very few international places. Private medicine costs about RM 90,000 to 150,000 a year, or RM 250,000 to 600,000 for the full programme. Check recognition by the Malaysian Medical Council and your home regulator before you compare prices.
What is the cheapest university in Malaysia for PhD?
Public research universities are the cheapest for a PhD and also where most funding sits. Universiti Malaya's 2025/2026 fee sheet lists international PhD totals of RM 90,000 to 122,800 over four years, or about RM 22,500 to 30,700 a year. The Malaysia International Scholarship covers tuition plus RM 1,500 a month for selected master's and PhD students.
Can I study in Malaysia for free?
Only with a fully funded scholarship. We know of no Malaysian university that is tuition-free for international students. The Malaysia International Scholarship pays tuition and RM 1,500 a month for master's and PhD study, and some private universities offer merit awards of up to 100% of tuition. All are competitive, and most awards are partial.
What are Malaysia university fees per semester?
Universities usually quote fees per year or per programme and bill by semester. Divide the annual figure by the number of semesters your university bills, commonly two or three. A public-university year of USD 3,000 to 7,000 works out at roughly USD 1,500 to 3,500 per semester on a two-semester calendar; a private year of RM 30,000 at about RM 10,000 to 15,000.
What does a Malaysia university cost per year for foreigners?
All-in, most international students spend USD 8,000 to 14,000 a year on tuition and living costs. The realistic range runs from USD 6,000 to 9,000 on a tight budget to USD 18,000 to 30,000 or more for a foreign branch campus or medicine.
Is a cheap university in Malaysia still recognised?
It can be, but check rather than assume. The programme should be accredited by the Malaysian Qualifications Agency (MQA), and it should be recognised in the country where you plan to work. Chinese students should confirm the university on the Ministry of Education's list at jsj.moe.gov.cn before enrolling.
