How to Apply University in Malaysia 2026: Step-by-Step

If you are working out how to apply university in Malaysia, the first thing to know is that there is no single national portal for everyone. Malaysian students apply to public universities through UPUOnline, international students apply to each public university directly, and private universities and foreign branch campuses take direct applications all year round. This guide by Sail Edu walks through each route, the entry requirements by qualification, the document checklist, 2026 deadlines and intakes, application fees, how long offers take, and what happens after you accept.

Quick answer: how do you apply to a university in Malaysia?

Pick your route first. Malaysians apply to the 20 public universities through UPUOnline (January to May). International students apply directly on each public university’s own portal. Private universities and branch campuses accept direct or platform applications year round. Submit results, passport or IC and English proof 2 to 4 months before your intake.

Malaysia university application: the three routes

A Malaysia university application goes through one of three routes, and the route is decided by your citizenship and the type of university, not by your course. Malaysian citizens use UPUOnline for the 20 public universities, international students apply to each public university directly, and everyone applies directly (or through a platform) to private universities and foreign branch campuses.

RouteWho it is forWhere you applyWhen
1. Public universities via UPUOnlineMalaysian citizens with SPM, STPM, matriculation, foundation, diploma, A-Level or IBupu.mohe.gov.my — one application, up to 12 programme choices ranked by preferenceOnce a year. 2026/2027 session: 29 January to 12 April 2026 (SPM leavers), up to 15 May 2026 (STPM and equivalent)
2. Public universities, direct applicationInternational students (and Malaysians applying to postgraduate programmes)Each university’s own portal, for example apply.um.edu.my for Universiti MalayaFixed windows set by each university, for example October and March intakes at Universiti Malaya

How to apply to a public (government) university in Malaysia as a local student

UPUOnline is the Ministry of Higher Education’s central admission system. For the 2026/2027 session it covered 20 public universities, 36 polytechnics, 106 community colleges and 2 MARA institutions. You buy a UPU PIN from Bank Simpanan Nasional (BSN), create an account, fill in your details and rank your programme choices: 12 choices for SPM, STPM, matriculation and foundation leavers, 8 for diploma holders, with at least 6 filled in. Selection is by merit score, and each programme lists its own general and special requirements in the e-Panduan.

How international students apply to public universities

International students do not use UPUOnline. You apply to each public university separately on its international admissions portal, pay that university’s processing fee, and upload your certificates, passport and English result. Places for international undergraduates at the top public universities are limited and competitive, so most applicants also shortlist private universities as a parallel option.

How to apply to private universities and branch campuses

Private universities and branch campuses such as Monash University Malaysia and UOW Malaysia assess applications as they arrive. You submit an online form with your results and documents and normally hear back within days to a few weeks. You can apply to each university one by one, or upload your documents once on a free platform like Sail Edu and reuse them across several applications.

How to apply university in Malaysia: 8 steps

To apply university in Malaysia, plan for about 3 months from shortlist to arrival if you are an international student, and 2 to 4 months before your intake for the application itself. The eight steps below are the same on every route; only the portal changes.

  1. 1

    Confirm your route and eligibility

Malaysian citizens targeting public universities use UPUOnline. International students apply directly to each public university. Private universities and branch campuses accept direct applications from everyone. Check that your qualification is accepted for the level you want (foundation, diploma, bachelor’s or master’s).

  2. 2

    Shortlist 3 to 6 programmes

Compare programmes by entry requirements, tuition, city, intake month and accreditation. Include at least one programme where your grades comfortably exceed the minimum, because offers at competitive programmes are not guaranteed.

  3. 3

Check the exact entry and English requirements

Read the requirement for your specific qualification on the programme page: grades, compulsory subjects and the English score. If you do not have IELTS, check which alternatives the university accepts before you book a test.

  4. 4

    Prepare and scan your documents

Gather certificates, transcripts, passport or IC, a passport photo and your English result. Documents not in English or Malay need certified translations. Scan everything in colour as clear PDF files.

  5. 5

Submit the application and pay any fee

Fill in the online form on UPUOnline, the university’s portal, or a platform. Pay the application or processing fee if one applies, then keep the reference number and the application slip or confirmation email.

  6. 6

Track the application and answer requests

Universities often ask for a missing document, a clearer scan, or an interview or portfolio for programmes such as medicine, architecture, design and education. Replying within a few days keeps your file moving.

  7. 7

    Receive and accept your offer

Read the offer letter carefully: programme name, intake date, fees, any conditions and the acceptance deadline. Accept in writing and pay the deposit or registration fee stated in the letter to secure your place.

  8. 8

    Complete visa and enrolment

International students then go through EMGS: the university applies for your Visa Approval Letter, you collect your entry visa and travel. Malaysian students confirm acceptance, arrange accommodation and register on the reporting date.

Malaysia university entry requirements by qualification

Malaysia university entry requirements start from a national minimum and rise with the university and course. For a bachelor’s degree the common minimum is 2 STPM subjects at grade C (CGPA 2.00), 2 A-Level passes, 5 Bs in UEC, or a foundation, matriculation or diploma CGPA of 2.00. Competitive programmes ask for far more than the minimum.

QualificationCommon minimumWhat competitive programmes expect
SPM / O-Level / IGCSE5 credits for a foundation programme; 3 credits for a diploma. Not accepted for direct bachelor’s entrySpecific credits in Mathematics and sciences for science, engineering and computing streams
STPMGrade C (CGPA 2.00) in at least 2 subjectsTop public universities prefer around 4As; UPUOnline ranks applicants by merit score
UECGrade B in at least 5 subjectsWidely accepted by private universities and branch campuses. Not generally accepted for UPUOnline entry to public universities
GCE A-LevelPasses in at least 2 subjectsAAA to A*AA for top universities and courses
IB DiplomaCommonly 24 points or moreAround 32 points or more for top universities
Foundation / MatriculationCGPA 2.00 out of 4.00A foundation run by a private university is mainly designed for progression within that university or its partners; check recognition elsewhere
DiplomaCGPA 2.00 out of 4.00 in a related fieldA higher CGPA can earn credit exemptions and entry into Year 2
China: GaokaoAccepted directly by selected universities onlyTypically around the first-tier (一本) line; your Gaokao English score may replace IELTS at some universities
China: senior high school certificateGraduation certificate plus 3 years of transcripts and an English resultDirect entry at many private universities with good grades, otherwise a 1-year foundation first
Master’s degree (any country)Bachelor’s degree with CGPA 2.75; CGPA 2.50 to 2.74 subject to internal assessmentCGPA 2.00 to 2.49 normally needs at least 5 years of relevant work experience

These are general minimums based on Malaysian Qualifications Agency (MQA) programme standards as published by universities. Each programme can set higher grades and compulsory subjects, and professional courses (medicine, pharmacy, law, engineering) have their own stricter standards. Always confirm on the university’s programme page before applying.

English requirements: IELTS, TOEFL, MUET and equivalents

Most private universities ask for IELTS 5.5 to 6.5 and public universities typically expect IELTS 6.0 to 7.0, with medicine and law at the top of that range. MUET is the standard English qualification for Malaysian students. International students can use any test on the Ministry’s approved equivalency list below.

Malaysia university for international students without IELTS

You can often apply to a Malaysian university without IELTS, but you still have to prove your English in another approved way. The common alternatives are:

  • Another approved test: TOEFL iBT, PTE Academic, Cambridge English qualifications, Linguaskill, or MUET.
  • A letter from your previous school or university confirming that English was the medium of instruction. Universiti Sains Malaysia, for example, lists this among its accepted English evidence.
  • A conditional offer plus the university’s own intensive English programme. You meet the academic requirement first and reach the required English level before starting the degree.
  • The university’s own English placement test, offered by some private universities.
  • An English subject grade in your school qualification (for example SPM, IGCSE or A-Level English, or a Gaokao English score at some universities).

Document checklist for a Malaysia university application

A standard application needs 6 to 8 documents, and you can prepare all of them before you choose a university. Scan each one in colour as a clear PDF and keep the original ready, because universities verify originals at registration.

  • Academic certificates and full transcripts (forecast or trial results are accepted by many private universities for a conditional offer)
  • Passport bio-data page for international students, or MyKad (IC) for Malaysian students
  • Passport-size photograph with a white background
  • English result: IELTS, TOEFL, PTE, MUET or another accepted alternative
  • Certified English translations of any document not in English or Malay
  • For master’s and PhD: bachelor’s certificate and transcript, CV, research proposal (research programmes) and referee details
  • Portfolio, personal statement or interview, where the programme asks for one (design, architecture, medicine, education)
  • Application fee receipt, where a fee applies
  • For international students after the offer: health declaration, financial proof (commonly around USD 5,000 or more) and a passport valid for at least 12 to 18 months for the student visa

Students from China should notarise their senior high school certificate and transcripts with a certified English translation. Allow 2 to 4 weeks for this before any deadline.

Malaysia university application deadline 2026 and intakes

There is no single Malaysia university application deadline in 2026. UPUOnline ran from 29 January to 15 May 2026 for the 2026/2027 session, each public university sets its own international deadline, and private universities admit on a rolling basis for January/February, May and September intakes. Apply 2 to 4 months before your intake.

Malaysia university application fee

A Malaysia university application fee ranges from nothing to MYR 500 per application. UPUOnline costs RM 10.60 for the PIN, Universiti Malaya charges international applicants MYR 500 per application, Universiti Sains Malaysia charges RM 100, and private universities range from no fee to a few hundred ringgit.

Where you applyApplication fee
UPUOnline (Malaysian citizens, public universities)RM 10.60 for the UPU PIN, bought from Bank Simpanan Nasional (includes RM 0.60 service charge)

Private universities and branch campusesVaries: some charge nothing, others charge an application or registration fee that is typically up to a few hundred ringgit

The application fee is separate from what you pay after the offer. To accept, most universities ask for a deposit or registration fee, and international students also pay the EMGS visa processing fee of roughly RM 1,000 to 2,500 depending on nationality. Fees change; confirm the current amount before paying.

How long offers take and what happens after the offer

Private universities usually reply within days to a few weeks. UPUOnline applicants wait for a national results day, which was 14 August 2026 for STPM-level applicants in the 2026/2027 session. After an offer, international students need a further 4 to 8 weeks for the EMGS student visa.

Private universities and branch campuses: days to a few weeks

Applications are assessed as they arrive. A complete file with final results gets the fastest decision. If you apply with forecast results you will normally receive a conditional offer that becomes unconditional once you submit the final certificate.

Public universities via UPUOnline: one national results day

All applicants are told on the same day. For the 2026/2027 session, STPM and equivalent results were released on 14 August 2026, universities issued offer letters from 15 August, and applicants had until 23 August to accept or to appeal if they received no offer.

Public universities, international applicants: plan for longer

Decisions on international applications at public universities often take longer than at private universities, because each has fixed application windows. Timing varies by university and faculty; ask the admissions office for the expected decision date when you apply.

After the offer: accept, pay, then EMGS

Accept in writing before the deadline in your offer letter and pay the deposit. For international students the university then submits your student visa application to EMGS. The Visa Approval Letter (eVAL) typically takes around 14 working days for a complete application, and the whole process usually takes 4 to 8 weeks, so start at least 3 months before your intake.

Common application mistakes

Most failed or delayed applications come from 8 avoidable errors rather than weak grades. Check this list before you submit.

Mistakes that delay or sink an application

  • Using the wrong route: international students cannot apply through UPUOnline, and Malaysian school leavers normally need it for public university places.
  • Applying too late. International students who apply less than 3 months before the intake often miss it because the visa is not ready.
  • Filling UPUOnline choices only with highly competitive programmes, or leaving fewer than the 6 required choices.
  • Ignoring compulsory subjects. Meeting the overall grade is not enough if the programme requires a credit in Mathematics or a science.
  • Booking IELTS before checking the requirement, or assuming a waiver applies without written confirmation from the university.
  • Uploading blurry, black-and-white or untranslated documents, which triggers repeated requests.
  • Choosing a programme without checking MQA accreditation or, for students from China, recognition by China’s Ministry of Education.
  • Missing the offer acceptance deadline or paying the deposit late, which releases the place to another applicant.

Frequently asked questions

How to apply university in Malaysia as an international student?

Shortlist programmes, check the entry and English requirements for your qualification, then apply directly on each university’s portal or through a platform. Upload your certificates, transcripts, passport and English result. After you accept an offer and pay the deposit, the university applies for your student visa through EMGS. Start at least 3 months before the intake.

How to apply public university in Malaysia?

Malaysian citizens apply through UPUOnline at upu.mohe.gov.my. Buy a UPU PIN from BSN for RM 10.60, create an account and rank up to 12 programmes. The 2026/2027 window ran from 29 January to 12 April 2026 for SPM leavers and to 15 May 2026 for STPM and equivalent. International students apply directly to each public university instead.

How to apply government university in Malaysia if I am not Malaysian?

Apply on the university’s own international admissions portal, not UPUOnline. For example, Universiti Malaya uses apply.um.edu.my and charges MYR 500 per application; its March 2027 undergraduate intake is open from 7 September 2026 to 30 January 2027. Universiti Sains Malaysia charges a RM 100 processing fee per application.

How to apply local university in Malaysia after SPM?

With SPM you apply for a foundation, matriculation, diploma or certificate programme, not directly for a bachelor’s degree. For public institutions use UPUOnline. For private universities apply directly with your SPM or trial results; a foundation normally needs 5 credits and a diploma 3 credits.

What is the Malaysia university application deadline for 2026?

It depends on the route. UPUOnline for the 2026/2027 session closed on 12 April 2026 (SPM) and 15 May 2026 (STPM and equivalent). Universiti Malaya’s international undergraduate window for March 2027 closes on 30 January 2027. Private universities admit on a rolling basis, so apply 2 to 4 months before your intake.

How much is the Malaysia university application fee?

From nothing to MYR 500 per application. The UPUOnline PIN costs RM 10.60, Universiti Malaya charges international applicants MYR 500, Universiti Sains Malaysia charges RM 100, and private universities range from no fee to a few hundred ringgit. Applying through Sail Edu is free for students.

Is there one Malaysia university application portal where I can apply online?

Only for Malaysian citizens applying to public institutions: UPUOnline at upu.mohe.gov.my. There is no single government portal for international students or for private universities. Each university has its own online form, and platforms such as Sail Edu let you apply to several universities online with one set of documents.

Which Malaysia university accepts international students without IELTS?

Many do, as long as you prove English another way. Accepted alternatives include TOEFL iBT, PTE Academic, Cambridge English, Linguaskill or MUET, a letter confirming English-medium instruction, a university placement test, or a conditional offer with an intensive English programme first. Confirm the option for your programme in writing.

What are the Malaysia university entry requirements for a bachelor’s degree?

The common minimum is grade C (CGPA 2.00) in 2 STPM subjects, 2 A-Level passes, 5 Bs in UEC, around 24 IB points, or a foundation, matriculation or diploma CGPA of 2.00, plus the programme’s English requirement. Top universities and professional courses require much higher grades and specific subjects.
