BEM accredited engineering degree: EAC and the Washington Accord in Malaysia

An engineering degree in Malaysia must be accredited by the Engineering Accreditation Council (EAC) for its graduates to meet the academic requirement for registration as a Graduate Engineer with the Board of Engineers Malaysia (BEM). BEM has been a full signatory of the Washington Accord since 2009, so EAC-accredited degrees are recognised as substantially equivalent by the other signatories. This matters more than any ranking.

Board of Engineers Malaysia (BEM)

BEM is the statutory regulator. It registers graduate engineers and professional engineers under the Registration of Engineers Act 1967 (Revised 2015), and the prerequisite for registration as a graduate engineer is an engineering qualification recognised by BEM.

Engineering Accreditation Council (EAC)

EAC is the body delegated by BEM to accredit engineering degrees. It is made up of representatives of BEM, the Institution of Engineers Malaysia (IEM), the Malaysian Qualifications Agency (MQA) and the Public Service Department (JPA).

What the EAC standard requires

The Engineering Programme Accreditation Standard 2024 requires a minimum of 135 SLT credits, of which 90 must be engineering courses, offered over four years. That is why an accredited Malaysian bachelor's degree in engineering takes four years, not three.

Washington Accord

The Washington Accord, initiated in 1989, is an agreement between bodies that accredit professional engineering degrees. It has 25 full signatories, including the UK, Australia, the United States, Canada, Singapore, India, Pakistan, Bangladesh, Indonesia and China (since 2016). Malaysia, through BEM, has been a full signatory since 2009.

What the Accord does not do

The Accord recognises accredited degrees as substantially equivalent. It is not a licence to practise: each country's own registration body still decides who can register, and recognition applies only to programmes accredited by a signatory within its own jurisdiction.

From graduate to Professional Engineer

In Malaysia, BEM requires three years of registration as a Graduate Engineer before you can apply for Professional Engineer status, and you must then pass an assessment route such as the Professional Assessment Examination. Rules for non-citizens can differ, so confirm with BEM.

How to check a programme before you pay a deposit

  1. 1Open the EAC list of accredited engineering programmes and find the university. Each entry links to a document listing its accredited programmes.
  2. 2Find your exact programme title and campus. Accreditation is given for the duration shown only, and from 2009 it is tied to the year of graduation, so confirm it covers the year you expect to graduate.
  3. 3A new programme may not be fully accredited until its first students graduate. Ask the university in writing for its current EAC status.
  4. 4Confirm the programme is also in the Malaysian Qualifications Register (MQA), and check with the engineering regulator in the country where you plan to work.

Engineering degree entry requirements in Malaysia, by qualification

A four-year engineering degree in Malaysia normally requires a pre-university qualification with good passes in mathematics and a physical science. The EAC standard names STPM, with good principal passes in mathematics and natural sciences, or its equivalent as the normal entry qualification. SPM, O-Level and IGCSE holders enter through a foundation or diploma first.

QualificationGeneral minimum for a bachelor's degreeWhat engineering programmes typically add
STPMGrade C (CGPA 2.00) in at least 2 subjectsPrincipal passes in Mathematics and Physics, and often Chemistry for chemical engineering. Top public universities prefer around 4As.
GCE A-LevelPasses in at least 2 subjectsMathematics plus Physics or Chemistry. Top universities and branch campuses ask for far higher grades, up to AAA or A*AA.
UECGrade B in at least 5 subjectsTypically including Mathematics and a science subject. Widely accepted by private universities and branch campuses; not generally accepted for UPUOnline entry to public universities.
Foundation / MatriculationCGPA 2.00 out of 4.00A science or engineering foundation with mathematics and physics. A private university's foundation is mainly designed for progression within that university.
DiplomaCGPA 2.00 out of 4.00 in a related fieldA related engineering diploma; a higher CGPA can earn credit exemptions and entry into Year 2.
IB DiplomaCommonly 24 points or moreHigher Level Mathematics and Physics are typically expected; around 32 points or more for top universities.
SPM / O-Level / IGCSENot accepted for direct bachelor's entry5 credits, including Mathematics and science subjects, for an engineering foundation; 3 credits for a diploma.
China: GaokaoAccepted directly by selected universities onlyTypically around the first-tier line, with a science background. Otherwise a senior high school certificate plus a one-year foundation.

General minimums are the Malaysian Qualifications Agency (MQA) programme standards as published by universities and repeated in our application guide. The engineering column describes what programmes typically ask for and is not a fixed national rule: each university sets its own grades, compulsory subjects and English requirement (IELTS or equivalent). Confirm on the programme page before applying.

  • Registration: an EAC-accredited degree lets you register with BEM as a Graduate Engineer, the first step towards Professional Engineer status.

For role detail see the engineering career and salary page and compare fields in Graduate Salaries in Malaysia 2026.

How to choose an engineering degree in Malaysia

Choose in this order: accreditation, discipline strength, the award you want, then cost. Public universities charge about USD 3,500 to 6,500 a year for engineering, private universities about RM 35,000 to 55,000, and foreign branch campuses RM 45,000 and up, so the right choice depends on your grades and budget as much as on rank.

Start with accreditation

Shortlist only programmes that appear in the EAC directory for your expected graduating year. A higher-ranked university does not help if your specific programme is not accredited.

Match the discipline, not the brand

UTM is strongest in the QS tables for chemical and civil engineering, Universiti Malaya for electrical and mechanical. Check that the university offers your discipline as a full accredited programme.

Decide which award you want

Public and private universities award a Malaysian degree. Monash, Nottingham and Heriot-Watt award the parent university's degree at a higher fee. Nottingham and Heriot-Watt list MEng programmes.

Be realistic about entry

Public universities are cheaper but competitive, with limited international undergraduate places and fewer intakes. Keep one or two private universities as a backup.

Count four years of cost

An accredited engineering bachelor's degree runs four years, one more than most business or IT degrees. Multiply tuition and living costs by four, and add lab or resource fees.

Check recognition at home

Confirm the programme with the engineering regulator in the country where you plan to work. Chinese students should also check the university on the Ministry of Education list at jsj.moe.gov.cn.

To bring the cost down, look at scholarships listed on Sail Edu and Cheapest University in Malaysia 2026. Families relocating with younger children can also compare international schools in Malaysia.

How to apply for an engineering degree in Malaysia

International students apply directly to the university, then the university applies for the student visa through EMGS. Allow at least three months for the visa after you receive an offer, and apply to several universities so you can compare real offers.

  1. 1Shortlist accredited programmes: Pick three to five programmes in your discipline and confirm each one in the EAC directory.
  2. 2Check entry and English requirements: Read the requirement for your own qualification on the programme page, including the mathematics and science subjects and the English score.
  3. 3Prepare documents: Passport, academic transcripts and certificates, an English test result if required, and passport photos. Requirements vary by university.
  4. 4Apply and compare offers: Submit applications to each university. Many private universities assess merit scholarships together with the admission application.
  5. 5Accept and start the student visa: After you accept an offer, the university submits your Student Pass application to EMGS. Do not travel until your visa approval is issued.

Step-by-step detail is in How to Apply to a University in Malaysia 2026, intake months in Malaysia University Intake Dates 2026 and the visa process in Malaysia Student Visa (EMGS) 2026.

Methodology and sources

This page is an evidence summary, not a ranking of our own. We ordered universities by their position in the QS World University Rankings by Subject 2026, and treated EAC accreditation as a minimum condition for inclusion.

  • Rankings: QS World University Rankings by Subject 2026, read from the topuniversities.com subject tables filtered to Malaysia and cross-checked against university announcements. Where we could not confirm a position, the table says "Unverified" rather than guessing.
  • Accreditation: the EAC list of accredited engineering programmes, the EAC Engineering Programme Accreditation Standard 2024, the BEM registration pages, and the International Engineering Alliance list of Washington Accord signatories.
  • Fees and salaries: the indicative ranges already published in our tuition, cost and graduate salary guides. They are not programme-specific quotes.
  • Limits: QS subject tables measure reputation and research, not teaching quality or graduate outcomes for a given student. Accreditation is per programme and per graduating year and can change.
