Quick answer

Universiti Malaya ranks highest (QS Medicine 2026: =124), followed by USM and UKM (251–300) and UPM (301–350). International places at these public schools are few, so most international students choose a private school on the Malaysian Medical Council list, such as Monash Malaysia, Taylor's, IMU, UCSI or UTAR, at about RM 90,000 to 150,000 a year.

QS bands are from the QS World University Rankings by Subject 2026 (Medicine), published in March 2026; confirm them on the QS site, which is the authoritative table. MMC recognition dates are copied from the MMC List of Recognised Medical Qualifications as checked in October 2026. Fees are the indicative figures already published in our university and tuition guides, not official quotes; "private band" means we have not published a school-specific figure. Fees change every intake, so confirm the full fee schedule on the university's official page. This is not a list of every medical school in Malaysia.

How we judged "best", and what MMC recognition means

We do not rank schools by opinion. A school appears in this guide only on three published facts: its band in the QS World University Rankings by Subject 2026 for Medicine, whether its medical degree is on the Malaysian Medical Council list, and the indicative fee already published on Sail Edu. Where a fact could not be verified, we say so.

  • QS subject rank: the 2026 edition of the QS World University Rankings by Subject (Medicine). Bands such as 251–300 are QS's own; we do not convert them into single positions. We confirmed UM's position and UPM's band against university and news sources; the other bands were read from a third-party copy of the QS table because the QS site blocked our check, so confirm them on topuniversities.com before relying on them.
  • Regulator recognition: the MMC list for medicine, the Pharmacy Board Malaysia list for pharmacy, and each regulator's own rules for dentistry and nursing.
  • Fees: reused from our tuition and rankings guides so the site stays consistent. No school paid to be included, and order in the table follows the QS band.
  • A higher QS band reflects research output and reputation. It does not measure teaching quality, clinical exposure or your chance of a licence at home, so treat it as one input.

The Second Schedule of the Medical Act 1971

The Malaysian Medical Council (MMC) is the statutory regulator of doctors in Malaysia. The Second Schedule of the Medical Act 1971 is the list of medical institutions and qualifications that the MMC recognises for registration; the MMC publishes it as the "List of Recognised Medical Qualifications", with the date each qualification was recognised. Under the MMC's entry guideline, a person who completes a medical programme recognised by the MMC can be provisionally registered under Section 12 of the Act, which is the entry point to the profession in Malaysia. Check the list yourself before you pay a deposit: search for the exact university, campus and degree title, because recognition is given to a specific qualification, and a new programme may not be listed until it has completed accreditation.

MBBS in Malaysia fees, and the cheapest university in Malaysia for MBBS

MBBS in Malaysia fees at private universities run about RM 90,000 to 150,000 a year, or RM 250,000 to 600,000 for the full five to six year programme. Public universities are far cheaper, at about USD 8,000 to 12,000 a year for international students, but they offer few international places. There is no cheap medical degree in Malaysia.

Diploma in nursing or health sciencesRM 25,000 – 35,000 totalWhole diploma, including clinical placement costs.

These are the ranges already published in our tuition, cost and diploma guides; they exclude registration, examination, hostel and clinical-placement extras. They are indicative, not quotes. Ask each university for a written fee schedule that shows every year of the programme and whether the fee is fixed.

The cheapest university in Malaysia for MBBS is, on paper, a public one such as UM or UKM at about USD 8,500 a year. In practice most international applicants cannot plan around a public place, so the realistic cheapest route is the lower end of the private band. Compare total cost to graduation, not the first-year price, and never choose a medical school on price before you have confirmed MMC recognition and recognition in the country where you intend to practise.

For fees in other fields see Malaysia University Tuition Fees 2026 and Cheapest University in Malaysia 2026. Merit awards are listed under scholarships on Sail Edu; full scholarships for medicine are rare.

Medicine entry requirements in Malaysia

The legal minimum is set by the Malaysian Medical Council and approved by the Ministry of Higher Education: for example, A-Level or STPM grades of BBB, ABC or AAC in Biology, Chemistry and Physics or Mathematics, or a foundation in science with a CGPA of 3.0. A revised guideline is enforced from 1 January 2027. Every medical school may set higher requirements, and most do.

Summarised from the two MMC documents linked under Sources. This table is a guide, not legal advice: read the guideline that applies to your intake date, because the wording differs between editions, and ask the medical school which edition it will apply to you. Other national qualifications, such as Australian Year 12, Canadian Grade 12 or Indian pre-university, have their own lines in the guideline.

  • Age: the 2027 guideline sets a minimum age of 18 on the day of admission.
  • Selection: the 2027 guideline states that applicants shall undergo an aptitude test, an interview or a university entrance examination. Expect an interview at most schools.
  • English: the MMC requires a level of English sufficient to complete the course and defers to the Ministry of Higher Education for international applicants. Medical schools typically ask for IELTS 6.5 to 7.0; confirm the exact score and accepted tests with the school.
  • Other qualifications: if your school-leaving certificate is not named, the MMC refers institutions to the Malaysian Qualifications Agency list of entry qualifications for international students, and equivalency evidence may be required.
  • Fitness to practise: applicants must declare criminal convictions and serious health conditions. Non-disclosure can end a medical course.

If you do not hold A-Levels, STPM or an equivalent, the usual route is a one-year science foundation: see Foundation Programmes in Malaysia 2026. Complete it at the university where you plan to study medicine, because the guideline requires the foundation to be completed in the same institution.

Dentistry, pharmacy, nursing and physiotherapy degrees in Malaysia

Each health profession in Malaysia has its own regulator, and the degree you choose must satisfy that regulator, not only the Malaysian Qualifications Agency (MQA). A dentistry degree in Malaysia answers to the Malaysian Dental Council, a pharmacy degree to the Pharmacy Board Malaysia, and a nursing degree to the Malaysia Nursing Board.

Dentistry degree Malaysia (BDS)

Regulator: Malaysian Dental Council (MDC), Dental Act 2018

Dentists are registered by the Malaysian Dental Council under the Dental Act 2018, which replaced the Dental Act 1971 from 1 January 2022. A Bachelor of Dental Surgery normally takes five years and costs in the same band as medicine: RM 250,000 to 600,000 for the full programme at a private school. IMU University entered the QS Dentistry table at 100th in the 2026 edition. Check the MDC's current requirements for registration, including any qualifying examination, before you enrol.

Pharmacy degree Malaysia (BPharm / MPharm)

Regulator: Pharmacy Board Malaysia, Registration of Pharmacists Act 1951

The Pharmacy Board Malaysia publishes a list of recognised pharmacy degrees. The list updated on 20 February 2025 includes USM, UM, UKM, UiTM, IIUM, IMU, UCSI, Monash University Malaysia, Taylor's, SEGi University, MAHSA, AIMST, University of Cyberjaya and the University of Nottingham Malaysia (Master of Pharmacy), among others. After graduating, a provisionally registered pharmacist must train for at least one year at an approved premises before full registration. USM is 48th in the world for Pharmacy & Pharmacology in QS 2026.

Nursing degree Malaysia (diploma or bachelor)

Regulator: Malaysia Nursing Board, Nurses Act 1950

Nurses must be registered with the Malaysia Nursing Board under the Nurses Act 1950. You can enter through a three-year diploma, at about RM 25,000 to 35,000 in total, or a bachelor's degree. Not every nursing programme admits international students, and clinical placements in public hospitals often need working Malay, so ask about both before you apply. Foreign-trained nurses who want to work in Malaysia need a Temporary Practising Certificate from the Board.

Physiotherapy degree Malaysia and allied health

Check: MQA accreditation and the allied health professions regulator

Physiotherapy, dietetics, optometry, occupational therapy and biomedical science are four-year degrees at most universities, priced within the health sciences band of about USD 5,000 to 15,000 a year. Confirm that the programme has full MQA accreditation and ask the university which professional council its graduates register with in Malaysia, then check the equivalent body at home.

On Sail Edu: Bachelor of Physiotherapy with Honours (UKM) · Bachelor of Physiotherapy (Honours) (UTAR) · BSc (Hons) in Physiotherapy (INTI) · Bachelor of Dietetics with Honours (UKM)

Regulator rules change. The registration requirements above describe each regulator's role as published on its own site in October 2026; they are not a guarantee that any graduate will be registered or employed.

After the medical degree: housemanship and careers

A medical degree does not by itself let you practise. In Malaysia a graduate must obtain provisional registration with the MMC and complete housemanship, normally two years of supervised hospital training, before full registration. Housemanship places in public hospitals are government posts, and a place is not guaranteed by graduating.

  1. 1Graduate with a medical degree on the MMC list (five years for most programmes).
  2. 2Apply to the MMC for provisional registration under Section 12 of the Medical Act 1971.
  3. 3Complete housemanship in an approved training hospital. The MMC states that applicants for public-sector housemanship must meet the criteria set by the Public Services Commission (SPA).
  4. 4Apply for full registration and an annual practising certificate, then work as a medical officer; specialist training takes several more years.

International graduates: do not assume a housemanship place in Malaysia

Public-sector housemanship is tied to government service criteria, which are designed around Malaysian citizens. In May 2026 a Sarawak deputy minister was reported as saying that international medical students who graduate in Malaysia are generally not allowed to do housemanship in the country under current rules. Policy can change, so check with the MMC and the Ministry of Health, but plan your degree on the assumption that you will complete your internship and licensing in your home country. The MMC guideline itself says it is the international applicant's duty to ensure the qualification lets them sit the licensing examination and register where they wish to practise.

A houseman in Malaysia earns roughly RM 3,500 to 5,000 a month, and specialists commonly RM 8,000 to 20,000 or more. See Doctor salary and career path in Malaysia and Graduate Salaries in Malaysia 2026.

Study medicine in Malaysia for international students: recognition at home

International students can study medicine in Malaysia, almost always at a private university or branch campus, because international places in public medical schools are few. The decision that matters most is not the ranking: it is whether the medical regulator in your own country accepts that exact degree.

  • Check your home regulator first. Indian students should check National Medical Commission (NMC) rules, Pakistani students the PMDC, and Chinese students the Ministry of Education list at jsj.moe.gov.cn plus the national rules for the physician qualification examination. A degree being on the MMC list does not make it recognised elsewhere.
  • China: listing of a university by the Ministry of Education matters for degree verification, but it is not a licence to practise. Sitting the Chinese physician qualification examination with an overseas medical degree is governed by separate National Health Commission rules. Read the current rules or ask the health authority before choosing a Malaysian medical degree for a career in China.
  • Look the school up in the World Directory of Medical Schools if your regulator or licensing examination requires it.
  • Language: private medical schools teach in English, but patients in teaching hospitals often speak Malay, Mandarin or Tamil. Expect to learn basic Malay for clinical years.
  • Visa: international students need a Student Pass through EMGS, with medical screening and insurance, for every year of a five to six year degree.
  • Budget: allow for living costs on top of tuition for the whole programme, and for the cost of returning home for licensing examinations.

Chinese students will find degree-recognition detail in Study in Malaysia from China 2026, and visa steps in Malaysia Student Visa (EMGS) 2026. Families moving with younger children can also compare international schools in Malaysia.

How to choose a medical school and apply

Choose in this order: recognition, then clinical training, then total cost, then ranking. Medicine usually has one main intake a year at each school, and places are capped, so apply six to nine months ahead.

Recognition before everything

Find the exact degree on the MMC list, then confirm it with your home regulator. If either answer is unclear, do not enrol yet.

Ask where you will train

Ask which hospitals are used for clinical years, how many students share a ward group, and whether the teaching hospital is public or private. Clinical exposure matters more than a ranking band.

Price the whole programme

Get the fee for all five or six years in writing, including clinical-year increases, and add living costs. Private medicine totals RM 250,000 to 600,000 in tuition alone.

Have a second choice

Medicine is selective. A related degree such as biomedical science, pharmacy or nursing can be a sound alternative, but do not assume it gives entry to medicine later; graduate entry has its own CGPA rules.

How to apply

  1. 1Shortlist three to five schools from the table and check each on the MMC list.
  2. 2Check your grades against the MMC minimum and the school's own, higher, requirement.
  3. 3Prepare certified transcripts, passport, English test result and any equivalency evidence for your qualification.
  4. 4Submit the application and sit the interview or aptitude test the school requires.
  5. 5On receiving an offer, confirm the fee schedule in writing, pay the deposit, and start the EMGS Student Pass application through the university.

Frequently asked questions

What is the best university in Malaysia for medicine?

On QS evidence, Universiti Malaya: it is joint 124th in the QS World University Rankings by Subject 2026 for Medicine, the only Malaysian university in the top 150. USM and UKM are in the 251–300 band and UPM in 301–350. All four are public universities with few international places, so the best realistic choice depends on where you can get a place and where you plan to practise.

Can I study medicine in Malaysia as an international student?

Yes. Most international students study at private universities or branch campuses whose degrees are on the Malaysian Medical Council list, such as Monash University Malaysia, Taylor's, IMU, UCSI and UTAR. International places in public medical schools are few and highly competitive. Before applying, confirm that your home medical regulator accepts the exact degree.

How much are MBBS in Malaysia fees?

Private medicine costs about RM 90,000 to 150,000 a year, or RM 250,000 to 600,000 for the full five to six year programme. Public universities charge international students about USD 8,000 to 12,000 a year. These are indicative ranges; ask the university for a written fee schedule covering every year.

Which is the cheapest university in Malaysia for MBBS?

Public universities are the cheapest on paper, at about USD 8,500 a year at UM and UKM and about USD 9,000 at UPM and USM, but international places are few. Among private schools, fees start at the lower end of the RM 90,000 to 150,000 a year band. Compare total cost to graduation and confirm recognition before price.

What are the medicine entry requirements in Malaysia?

The Malaysian Medical Council minimum is, for example, A-Level or STPM grades of BBB, ABC or AAC in Biology, Chemistry and Physics or Mathematics, or a science foundation with CGPA 3.0, or UEC with B4 in five named science and mathematics subjects. From 1 January 2027 the guideline asks for at least B in each of the three subjects. Schools can ask for more.

Which private university in Malaysia is good for medicine?

Private schools with a medical degree on the MMC list and a QS Medicine 2026 band include Taylor's (501–550), IMU (551–600), UCSI (601–650) and UTAR (701–850). Monash University Malaysia awards a Monash degree that is also on the MMC list. Compare clinical training sites, total fees and home-country recognition, not the band alone.

Which university in Malaysia is best for pharmacy?

USM is the highest-ranked, at 48th in the world for Pharmacy & Pharmacology in QS 2026. For registration, the degree must be on the Pharmacy Board Malaysia list of recognised pharmacy degrees, which also includes UM, UKM, Monash University Malaysia, the University of Nottingham Malaysia, Taylor's, UCSI and IMU. Graduates then train for at least one year as provisionally registered pharmacists.

Can I study nursing in Malaysia as an international student?

Some universities admit international students to nursing diplomas and degrees, but not all do, and clinical placements in public hospitals often need working Malay. Nurses in Malaysia register with the Malaysia Nursing Board under the Nurses Act 1950. Ask the university whether your intake is open to international students and how your home nursing council treats the qualification.

Can international graduates do housemanship in Malaysia?

Do not plan on it. Public-sector housemanship posts follow government service criteria, and in May 2026 a Sarawak deputy minister was reported as saying international students who graduate in Malaysia are generally not allowed to do housemanship there. Check the current position with the MMC, and plan to complete internship and licensing in your home country.
